HALAL Certificate

GENERAL PROCEDURE

Halal Certification Procedure can be divided in two steps.

First Step: Pre Audit Requirements

Registration of the Company/ Firm with Jamiat Ulama E Maharashtra, Halal Committee. Following points need to be completed

(a) Fill up the Format-A and Format-B (down load from the website) on the company letter head, duly stamped and signed by the authorized person.

Format-A is information about the Organization/ Company while Format-B is about the Product. The product information should be provided in individual Format. Every information about the product should be covered in the individual Format-B. Make sure that not a single ingredient (major, minor, trace, catalyst whatever it may be) is missing in the format-B as the content of the Product.

(b) Production Flow Chart of each individual Product with relevant information duly stamped and signed.

(c) Affidavit on Rs100=00 stamp paper , assuring that all the information furnished is complete to the subject and true to my knowledge, duly notarized.

(d) Registration fee in favor of Jamiat Ulama-E-Maharashtra by DD/ Cheque payable at Mumbai.


Format-A, Format-B and Affidavit can be downloaded from our website http://www.halalcommittee-jum.org/ ,
Please post hard copies of (a), (b) and (c) to our office address in Mumbai. Incomplete papers will not be processed.

Second Step: Plant Audit/ Inspection

Once the first step is complete i.e. the hard copies (completed) are received in our office and passes the requirement level, date of audit will be decided with mutual consent.
Two persons from Jamiat Ulama E Maharashtra- Halal Committee will be visiting to the plant to assess shop floor activities which will include the information furnished in the Format-B and Hygienic level in the processing and storage section and personnel hygiene.

During audit/inspection the plant has to provide Criteria of acceptance of raw materials (ingredients), Certificate of Analysis and Halal Certificate of individual ingredient. For ingredients sourced from overseas manufacturer Halal Certificate for the ingredient from Halal Body of the country of origin is mandatory. The audit team reserves the right to ask any relevant information concerning the ingredients, processing conditions/parameters and the products.
Report will be prepared after completion of the audit, signed by both the parties.
File will be maintained at the plant with a copy of the papers furnished, copies of all correspondence with Jamiat Ulama E Maharshtra and other related documents. The file will be titled as HALAL FILE.


Audit Expenses: Audit/ Inspection expenses will be born by the party seeking Halal Certification. The expenses will include
· Traveling expenses- Two persons from Mumbai Air port to nearest Air port to the plant( by Air), in case the distance is more than 200Km otherwise by Road.
The starting destination and Proceeding destinations may differ, as stated, in specific cases.
· Hotel accommodation in justified Hotel with in two separate rooms and fooding expenses during the traveling period.
· Local conveyance at starting place and at the destination, to and fro.
· Audit fee Rs2000=00(Rs Two thousand only) per unit by D.D. / Cheque favoring Jamiat Ulama E Maharashtra.
· Please do not pay cash, cheque payments will be appreciated.

Based on the audit report further procedure will be followed and the Halal Certificate will be issued with in seven working days, if every thing is positive as per Islamic Sharia.
The Certificate will be issued for a period of one year and there after subject to renewal.
Any dispute subject to Mumbai Jurisdiction.

Food allergies and sensitivities affect one-third of all Americans, and kosher foods’ clear labeling makes it easy for consumers to find dairy- and meat-free products. The U.S. Jewish population is shrinking while the Muslim population is growing, which ironically is rejuvenating the kosher market, because the dietary restrictions for Muslims are similar to those for Jews.

Halal food products—those complying with Islamic dietary rules—represent an $80 billion world market in 2007. For meat to be halal, an animal has to be slaughtered in a ritual way known as Zibah. Halal is like kosher in that it requires animals to be healthy at the time of slaughter, because carrion is forbidden. In addition, the animal’s jugular vein, carotid artery and windpipe have to be severed by a razor-sharp knife in a single swipe, so as to cause as little pain as possible. The difference is that a rabbi will read from the kashruth, and a Muslim will recite tanmiya.

ISO 22000 is the newest international standard for food safety management systems and requires a rigorous ISO audit to confirm eligibility. ISO 22000 emphasizes communication, systems management, prerequisite programs and the U.S. Food and Drug Administration’s HACCP principles to ensure complete food safety along the food chain. Manufacturing facilities must be structured to dynamically integrate quality and food safety management programs, assuring the ability to produce high-quality, safe products.

According BatchMaster’s vice president, Preston Blevins, “Technology solutions must help food manufacturers achieve ISO 22000 certification. The combination of kosher and halal qualifications, as well as ISO 22000, allows food manufacturers to keep a higher commitment to quality.”

MALAYSIAN STANDARD ON HALAL FOOD (MS 1500:2004)
The Malaysian Standard entitled ‘Halal Food: Production, Preparation, Handling and Storage – General Guidelines’ (MS 1500:2004) was developed under the Malaysian Standard Development System under the responsibility of Department of Standards Malaysia (DSM), Ministry of Science, Technology and Innovation.
This Malaysian Standard is one of the five initiatives of the Government to realize the Malaysia as a Halal Food Hub.
This standard was developed by a National Industry Standards Committee on Halal Standard (ISC I), which was represented by various organizations including JAKIM, as the Chairman for the related Technical Committee (please refer Annex 1 for the overall standards development system in Malaysia and the relationship of ISC I in the system).
Scope of this standard is to prescribe practical guidelines for the food industry on the preparation and handling of halal food (including nutrient supplements) and to serve as a basic requirement for food product and food trade or business in Malaysia. It will be used by JAKIM as the basis for certification but will be supplemented by many other requirements for comprehensiveness of the certification process.
The summary of the development of Malaysian Standard on Halal Food is an Annex 2.
The document has undergone a process in accordance to the international standards requirement i.e. the International Organization for Standardization (ISO), whereby an international standards development system is based on consensus of all interested parties such as the Government, private sector, NGOs, researchers and professional bodies. Malaysia (DSM) subscribes to the same ISO policy.
In the future, it is hope that this Malaysian Standard (an official Government document) could be promoted overseas and recognized by other nations or blocs such as US, Europe, China, ASEAN countries, etc.
